H&S, teamed with EQNE, provides rail transportation and waste disposal services for TSCA regulated dredging sediments to Jacobs and the USACE New England District. We have dedicated 55 contractor-owned private rail cars to the project to meet our client’s schedule. Railcars at site use track mobile services to move cars to the mainline rail service.

This project involved the first rail transportation company to operate and transport freight from the City of New Bedford rail yard in 50 years. H&S assisted Jacobs with negotiations with the City of New Bedford for repair and activation of a rail crossing critical to using the revitalized rail yard and avoid trucking material through a dense urban area to a transload facility. To provide interim use of the rail crossing, we recommended using a police detail to control traffic during shipping in compliance with CFR Title 49 Transportation, Part 234 Subpart C. This approach was approved by the City, Federal Railroad Administration, and the Mass DTE (MA Department of Telecommunication and Energy) allowing shipments directly from the City’s rail yard to begin.

We effectively manage the coordination of railcar supply and delivery utilizing private railcar tracking programs such as Steelroads and the Track and Trace programs of CSX. The position of each railcar and a forecast of arrival date and time is supplied to Jacobs PM each morning. As a result of our local, extensive equipment capacity, our Team is able to provide sufficient railcars to match spikes in production, enabling the client to meet performance and schedule requirements on the project.
